Object of the Bill
The Objects of this Bill are to prohibit Female Genital Mutilation, a cultural practice. human rights and freedoms of girls and women; this complies with Articles; 32(2); 33; 34 of the Constitution of Uganda and Section 7 of the Children Act,1997. to prohibit Female Genital Mutilation, a cultural practice that is in breach of Article 44(a) of the Constitution in that it derogates from the enjoyment of the right and freedom from torture and cruel, inhuman or degrading treatment. to provide for legislation necessary for criminalizing the practice of Female Genital Mutilation; to provide protection and assistance to victims as well as girls and women at risk of being subjected to Female Genital Mutilation; and prosecution of offenders. to comply with Article 5 of the Protocol to the African Charter on Human and Peoples Rights on the Rights of Women in Africa. Part I of the Bill, incorporates Clauses 1-2 and provides for the commencement.
